Did you google "Kirby Voiceclips"?

Also, for custom Kirby voices, there isn't anything on that. You can pitch-shift normal voices, though (just like DestructionSeries made on "Extreme Tag", the voices from Aege and Saito are from normal characters with their voices shift-pitched).

EDIT : Meta Knight and Kirby voice clips are here : KyuTwo.com SSBB Sound Archive

I don't know where the heck I can find Galacta Knight voiceclips.

Pitch-shifting is a sound recording technique in which the original pitch of a sound is raised or lowered (that's where the term "shifted" comes).

You can pitch-shift sounds in general with Audacity. It's pretty easy.

With your sound open, select the part of the sound that you want to pitch-shift.
Go to the "Effect" part on the top.
In the "Effect" part, you will see these three buttons : Change Pitch, Change Speed and Change Tempo. Each one does something different.

Here's their functions :
Change Pitch - Changes the sound pitch not affecting the sound's tempo.
Change Speed - Changes both Pitch and Tempo.
Change Tempo - Changes the velocity of the sound not affecting it's pitch.

And that's what you should know.

Eh, well there are other programs that would probably be better to use but w/e.

Kirby Sounds.
SSBB Sound Pack (Meta Knight would obviously be in there...)

Yeah Patt, but, ya know, Audacity is pretty easy to use, and the guy doesn't wanna make a FREAKIN'-PROFESSIONAL-SHINY-AWESOME sound. Just edit some voices.

Yeah, more of a beginner program. (Reason being why I'm using it. :\)

Since people covered SSBB, then if Galacta Knight has voice clips they would be in Kirby Superstar Ultra, which I'm pretty sure is the only game he's ever been in. You would have to rip them yourself somehow or find someone else who has. If no one has, you're pretty much shit outta luck because ripping DS samples is not an easy task.
As for making your own... Pppphhhh good luck there too.
Yes you can try messing with existing game's voice samples somewhere, but if you're looking to make voice clips that sound LIKE Kirby, you better start practicing your voice talent. He has a very unique sounding voice that pitch shifting alone won't help.
