GIMP, Paint.Net.

For audio there's Wavosaur, Audacity...

Paint.NET is best for image editing (since it's free), and for audio use Audacity.

GIMP is free as well. And it is better than Paint.NET in my opinion.

It's way more complete.

I'm sure there's tons more, I'll give you a big list in a while.

Ok lets go.

First of all, for image editing.
Gimp
Paint.Net
Photoscape
Pixia
Fireworks
Paint Tool SAI (more of a drawing software)
SmoothDraw (again, more of a drawing software, but it has it's features that apply to image editing)
Effectbank
Fatpaint
GrafX2 (kinda complicated to use, it's modeled after Deluxe Paint)
And Nathive.

And the audio ones :
Audacity
LMMS (just heard of it, meant to be like a free Cubase-like software)
Traverso DAW
GSnap (autotune effect, but you're going to need a VST host like FL Studio (paid))
QuickAudio
WavePad
Audioblast

And for more go to here : Free Music Software Listing

Enjoy.

Shit son...

Well, I used Paint.net to make all this:

Paint.net is simple to work in. I make all my custom hit and dust effects of all kinds. I also get to use lighting there. Simply by drawing a circle and bluring it. But I do other stuff with my lighting. I also light the sprites, so they'll camaflouge with BG scenery. I only use photoshop to polish the images I make in Paint.net or make a super duper sexy bootylicious effect.

I'd like to add that gsnap and any vst works in Wavosaur and many other audio related programs. They obviously do not work like they do in FL Studio, which is real time. You configure the vst and it runs the effect on your audio in the editor.

Also let's not forget Inkscape, which is a free and powerful vector graphics tool.
